Is there any power to regain? Have they ever done anything before it was too late?

~It never had that power. However, since the Bush administration has declared that it will not be bound by decades old treaties and that it does not recognize international law, and since we have proven to the world with Iraq and Afghanistan that we will resort to preemptive war (a practice essentially discarded by every civilized nation on earth a century and a half ago) rather than to waste time with negotiation and diplomacy, it isn't real likely that the UN will amount to much of anything in a few years. Check into some of the things our exalted ambassador has said lately (and bear in mind that he was appointed during a congressional recess to avoid the conformation process because even Georgies cronies and staunchest supporters in the senate wouldn't have confirmed him) if you are wondering why the UN is lately so inept. Hell, the last meaningful thing the UN did was to refuse to sanction a preemptive strike in Iraq. Look at the good that did.

But I digress. Nah, the UN probably won't be able to arbite anything unless the powers that be in the Security Counsel tell it too. The charter was set up that way.

No, it doesn't have enough money or cloute. The US is its biggest
financial backer, and it says it is hurting financially and is asking
the US for more money. I don't see that it is very productive and
the US is the one haveing to do all the negotiating. I know that the US is the UN representative for Israel officially so it has to in this case, but the UN resolutions are never met and when they fail there is no consequence. The countries are like children and if they know there is no consequence for their actions than why abide. Besides I wouldn't want the UN to have ultimate power anyway. Noone should have that kind of power in this world. I know that US has a lot of power and it concerns me but so far
we have not abused that power. We haven't blown up France yet
and I feel they would be one of the 1st to go! Besides now we
have alot of countries that want to anialate or obliterate other countries . I don't think you can talk them out of it. All you can
do is try to act upon the knowledge we are given sooner than they can start wars. It is too bad really. I think the US has become the
Worlds Watch Dog. I think we have now the moral responsibility
and power to try and keep peace and get rid of the Terrorists and
Harboring Countries. And Yes the Hezbollah are terrorists. Of course they are political. They know that working there way into
governments of a country is how to gain control of that country.
But they are still terrorists. There has been 10 known cells in the US. That is not just political agenda. That is terrorism.

Like the League of Nations, the predecessor of the United Nations, neither really had any power in the first place. The main reason for the league's failure is the fact that they limited the countries that could join. The UN does not have this problem, however they don't have the power to enforce the decisions that are made.

The UN passes resolution after resolution but never acts on them.. Like Iraq, Iran, Hezbollah... nothiing ever changes due to the inaction of the UN.

You should be glad UN do not have enough power, they are thing about a world tax, can you imagine that. Everything that is socialism is death, why do you need to pay burocrats to control social programs when you can donate for volunteer groups that do much better.
