General admission to the bar allows you to appear in that state's judicial courts. Anything else requires special approval.

So, if you want to be admitted to the local federal district court, or the bankruptcy court, or appear before an administrative agency (like SSI), there's a separate approval process.

Now, some administrative agencies don't require the person to be an admitted attorney. For example, the patent bar (to do patent law) is an entirely different qualification and has its own test, regardless of whether you are a state licensed attorney or not. And some administrative agencies allow anyone with legal training to represent specific individuals, which might include paralegals or law students.

The individual requirements vary, and are primarily based on the complexity of the legal issues, as well as a demonstrated ability to understand the relevant administrative regulations involved.

if they are paying for it then they have to check out the lawyer to see if they are 1 a good lawyer 2 if they fit into their budget

Because the check to see if they are Qualified under their guidelines... And have to pre approve the fee.
