Well, probably for a number of reasons, not all of 'em are good ones.

- One factor is that Monk only made the Pro Bowl 3 times in 16 seasons

- Another is that was overshadowed by a number of other receivers in the same era

- He only scored about about half the TDs (68) of Rice with a high of 8 in a season.

- His yards per catch was unimpressive (13.5)

- He exceeded 90 receptions twice and led the league only once

- He had only 5 1,000 yard seasons in 16 years

- He was never an MVP (League, Super Bowl or Pro Bowl)

- Monk played in Super Bowl XVIII, (a loss, no receptions) Super Bowl XXII ( A win, 1-40, no TDs) and Super Bowl XXVI. (7-113, no TDs). He also won a Super Bowl ring as a member of the team in Super Bowl XVII, but did not play in it due to injury. He played well in only one out of 4 SB's

And according to SI's Peter King:

1. I think numbers should be considered significant, but shouldn't be the god of election to the Hall

2. Monk was about the fourth-most dangerous skill player on those teams

3. Monk was the not considered one of the very best receivers of his era either by his peers or the media

Some voters go on stats alone...
Only one season with over 100 catches.
Never a season with more than 10 T.D.'s
He led the league with receptions in a year only once.

It's only a matter of time however before he does get into the Hall. He has the overall stats to be in it, and he does have 3 superbowl rings, so that too will help him getting in. It's just that he was never dominate... but he is hall of fame worthy.

I love the HOF but there are players that don't belong there and there are players that do deserve to be there (Art Monk should be in).

This vote is just like the presidential election; the wrong person gets elected (Bush).
