Losing weight will make your boobs a little smaller. You can also get minimizing bras. But the only way to make them dramatically smaller is to get a reduction.

Breasts are made up of milk glands & ducts and fat tissue. If you have fat tissue in your breasts, then losing weight will make your boobs smaller. If it is mainly breast tissue, then nothing will change their size except for surgery.
I was a size 6 bottom with 38DD (skinny arms too) and got a reduction. Whether I lost or gained weight, their size never changed, and still does not, because I have no fat cells there.
If you don't want to get a reduction, you need to wear minimizer bras and dress very clever and give up on some things.
Don't believe in creams or exercise. I spent a fortune on the best of those in vain before I get my surgery. I'm very pleased with the results.

aerobic excersize that elimnates fat cells in the body will usually reduce breast size some, because much of breast mass is fat

breast reduction surgeries are performed all the time but most people believe that should be resorted to only in the more extreme cases that are causing serious difficulties (back problems, emotional problems, etc)

I'm gonna say work out or surgery.

(I'd prefer the working out.) Working out heavily and regularly is also good for your health--the surgery not so great; unless of course you're morbidly obese, then I'd opt for the latter.

weight exercises that focus on the pectoral muscles like push-ups, bench pressing. if you go to a gym, there are lots of machines that will focus on this muscle group.

Be happy with what you have. You may tone yours by exercising.There are slimming centre does it.My personal advice is" do exercise"

its so annoying how you have to buy bigger shirts just to fit in them and not look slutty.
