Theocracy is a form of government that is controlled by religion.

Europe began to thow off this oppresive from of government about 500 years ago, or so. This has lead to the greatest expansion of civilization, knowledge, and technical progress the world has ever seen.

Unfortunately, most of the middle east has yet to take this crucial step. This is the basic cause for conflict in the middle east today. The islamic theocracy know that they are losing to democracy, and they don't like it. Conflict is unavoidable, even though the outcome is inevitable.

Free people, with free minds, will always choose democracy.

A government in which the leader claims to have divine authority to rule. Generally the people follow the ruler because they believe that he has some direct connection to a god or a god like figure.

Govt rule by the church (religion). Specifically, a nation governed by a deity, or by officials acting on behalf of that deity.

In effect, it's when the leader of the nation is also either the leader of a particular church/religion, or takes orders from the leader of the church/religion.
