Yes it does. It has been proven by many scientist, and in fact one of them is very well known - Leonardo da Vinci. Remember his Vitruvian Man?

In architecture, there is a science that we study called anthropometrics, it is the study of the human body's measurement and how it relates to its environment. It shows us that stretched out arms is equal to a persons height. Things like these are very helpful especially if you are designing furniture for a specific person.

We have this number called PHI (1.618), which scientist call the Divine Proportion. Some say that this is God's number of proportioning in nature, and it does reflect. Examples are: head to body proportion, hands length to arms length, etc., etc....

Eventhough all of us have different height, every part of our body is in fact in proportion to our whole.

Another thing, have you ever wondered why we have this idea that someone is gorgeous or sexy, or that that person is beautiful? It is because, the proportion of their face or of their body is nearly perfect with regards to this divine proportion.

You might try to look it up at any search engine. There are a lot of infos about the question you've just asked. You might also try to look it up (for more detailed drawings and explanations) Architectural books which focuses on theories in architecture.

Yes, there are certain body proportions

1. The arms' wingspan, measured between the tips of the middle fingers, is about equal to the body height.

2. The average adult human figure is about 7 to 7.5 heads tall.

3. The length of the foot is about equal to the length of the forearm.

4. The eyes are at the mid-height of the head.

5. The height of the face is about equal to the length of the hand.

6. The corner of the mouth to the corner of the eye is equal to the height of the ear.

7. The width of the base of the nose is equal to the width of the eye.

8. The width of the mouth is equal to the distance between pupils or width of one eye.

One last average that I use on a regular basis when clothes shopping.
Your neck circumfrence is exactly half of your waist size.
If you button a pair of pants, hold them at the side waist seams and bring the doubled pants around your neck like a cape or shawl and they dont meet they are too small in the waist. If they overlap by more than 1/4 inch, they are too big. If they meet without straining and overlap by about 1/4 inch, they will fit the waist perfectly.

Do you know that sketch of man with arms and legs outstretched, inside of a circle? I believe it was drawn by Leonardo de Vinci. That will answer your question. Download it.
I'm not sure, but possibly. I do know that your foot size is the exact length from your elbow to your wrist, so it is highly probable that your question is true. Look at that picture.

There is a fraction that seems to be "the Number". You can find it everywhere. Measure the distance from your elbow to your shoulder. Then measure the distance between your shouder and the tip of your finger. Write it down. Divide.
Next, the top of your head( be honest), to the floor. Measure the distance from your belly-button to the floor. Divide.
See?
