Diamonds are the hardest naturaly occuring material on EARTH. On Mohs HArdness scale, Diamonds get a rating of 1500.
By comparison, Quarts only gets a rating of 100.

The toughest thing a diamond can cut through is another diamond.
In particular, higher-grade diamonds are used to cut lower-grade diamonds.

Keep in mind however that science can create synthetic materials that are HARDER THAN DIAMOND.

That depends on how you define "Toughest" Scientist at UCLA recently created a substance ten times harder than natural diamonds. They placed a small diamond chip in a vacuum chamber filled with carbon gas, passed a plasma arc thru the chamber and almost instantly a crystal of the new substance formed on the diamond chip. They were unable to determine what the new substance was since their diamond tipped tools would make no make a mark on it. They finally sent the new substance to the national testing lab at Los Alamos. They determined it was pure carbon, but so pure it was 10 times harder than diamond.
