The term comes from the ante bellum south where it was the only condoned formal mockery of the plantation owners by slaves. Because it was judged by the plantation owners, it solidified the owners' control over his slaves. The cake was the prize given to the best performers.
It is tragic to think of how the participation elevated the performers momentarily, but the same performance subjugated them forever to their white owners. Ostensibly it made fun of the high manners of the Southern aristocracy, but it ultimately makes fun of the slave.
In slang it refers to something which is very easy to accomplish. I have no idea what the relationship of cakewalk is to San Francisco, but those who live there would rather you did not call it "Frisco."
