Yes, Nasa is going to build bases controlled from Earth that will have a tractor beam to stop asteroids from hitting Earth, and mine for titanim oxide which might mean that there was life millions of years ago on the moon. A funny thing about the titanium oxide is it makes sunscreen and since there is a lot of radiation on the moon, the astronauts will have no prolem with the sunscreen.

Yes. In fact there is an article in the Science AP headlines I noticed tonight about the NASA "Ares I" manned rocket in the works but it is vague about timelines, etc.:
