Try going to Tools -> Internet Options -> Connections -> LAN Settings. Uncheck "automatically detect settings". Hit OK twice and restart IE.

Should be good to go after that.

If you are using Note book and the connection is wireless, this is normal. The Internet Explorer won't start till a full connection is established.
Now if it is regular computer.. download FireFox mozilla, it is brilliant browsers : fast, safe and easy to download from mozilla.com.
Believe me.. I stopped using Internet explorer since 2003.
Try it and you will find a difference. IE is full of bugs.

I think that you have to go to the options of the internet and check that you are not using a Proxy because its a cable. so where it says about the proxys, u have to check the option that says that you are not using a proxy or something like that.
