I don't think anyone knows, not even the Beatles. In the liner notes it says that it is just random Beatle chatter spliced together. Some ppl claim to be able to pick out certain phrases, read this page to get a better understanding:

there are several beatles albums that have hidden clues that say that Paul McCartney is dead. It was a hoax in which all the Beatles have denied their involvement. The speaking you are talking about says something about Paul's "death". There are tons of clues in the music and on the album covers of Sgt Pepper, Magical Mystery Tour, The White Album, and Let it Be. There are probably a few websites that will tell you all about it.
