If you are working for the state government, i think they must.
if you are working for a private company, overtime is paid at their discresion. Some don't pay overtime unless there is an emergency.

Under the Fair Labor Standars Act (FLSA) your employer is not entitled to pay you overtime for saturdays/sundays, holidays, etc. They are required to pay you for overtime if your hours accumulate over 40. Each state gets to set thier own laws and if it benefis the employee more than the Federal law, employers are required to abide by state rules. However, I'm pretty sure Wisconsin falls under the FLSA and does not have any special provisions for holidays. Sorry!

Contact your State Labor Board. Most States entitle you to over time after 40 hours. In fact it maybe a Federal Law.

If you're paid hourly, you should. If you position is salary (no overtime) then you're entitled to comp-time, like extra time off
