In William Golding's novel "Lord of the Flies" he explores this exact idea. He shows that the children would mimic what they had seen in adults, they would create a, albeit, unstable society, but yet a society, but in the end, the boys turn more and more to basic savage human instincts.
I'd say that there would not be new issues, but rather, less issues, and the same issues that a civilized society run by adults face would also be faced by the children, just handled in a less...rational, less well mature way. And of course common children's quarrels would become major issues because the children themselves would be the people who make an issue an issue.
Most likely, as explored in the novel as well, the children would revert back to their primitive impulses and they would grow up living in this manner, human life would reverse thousands of years, and unless there is an exceptionally intelligent child among them, then it is possible that the ideas of society might not return. This however then opens the argument of where the ideals of justice and order and rules comes from. Do we learn these things as we grow up from those adults around us? There is high probability in this, and it is true that most behavior is learned, and little behavior can be overcome if a human is not shown another way. But then the question arises, Or are these ideals naturally implanted into our minds and DNA? OR at least, implanted at that early of an age so that the seeds were there to be brought out by a rebellious mind later on....but what are the chances that after forgetting this ideals that they could be recovered and then accepted in an adult life that completely goes against such ideals. If you think about it, this would be evolution redoing itself all over again. Puzzling.

In the news today.. the new world has declared war against the boogie man...authorities says if recruitment continues at an all time low, the draft will be re-instated.. affecting those three yrs old and over. In new york.. the mayor has announced the department of poopie diapers is still without a c.e.o , however, a child eliminating odors..is expected to be hired by weeksend. taking a look at the stock market..milk products took a dive today.. officials say it is due to a milk boycott declared last week by two year olds. and finally another adult spotting... has one year olds..crying mama across the country.

The world would quickly come to an end. Children ages 5 and below are not physically capable of having children....so the planet would quickly become vacant of human life.

Probably not much different than the Bush administration. :D
Now, can you truly see 5-year-olds going through pregnancies, changing diapers, etc.? Can you see 5 yr. and under children forming any type of government? What would be taught in school??? Seems everyone in that age group would be totally clueless as to most issues.

The world is run by children, selfish evil children. Look around you at the madness.
There are people under age five who are adults and there are fifty year old children.
It's about loving your neighbor and caring for the stranger. Any beast can feed and pleasure itself. As God cares for us we should care for our neighbor.

at first there would be alotta crying "wheres my mom and dad"then a leader of the little drooling non-potty trained children of the corn world would come forth and find away to control others just like its self to only create no moral haveing adults

5 year olds would not survive. What happens when children grow up without any parental values? They turn out to be Hollywood writers.

Chaos for a while and then it would return to the 'status quo' as no one has the imagination to change 'what is'. we can only learn from what has gone before. Look at what happened after the French Revolution. Or....the childrens' program "ferals" on T.V.
