It depends upon what kind of blur.
If the photo simply isn't quite as sharp as you would like, then yes, you can use a sharpening filter in PhotoShop (or some similar photo editing software).
However, if it is a major motion blur (such as someone moving fast while you were shooting with a low shutter speed), there's nothing much you can do to help that.

You can sharpen it a little in photoshop, it should help some but you aren't going to be able to clear up a picture that is bad from the start. Can't put in what wasn't already there, ya know?

edit it w/ your computers photoshop and you can zoom out. Also If you move with a moving object the object will come in clear and the backroung will be blurry. If you already took it then take a better picture next time.

Go to Wal-Mart and touch it up on their machine. It costs like 48 cents to touch up a picture.
