What a wonderful question. The answer (from my standpoint) is the individual. HOWEVER, we have been constantly fooled over the last 40 or so years into believing exactly the opposite. We have the power to unseat leaders, to topple unjust and immoral businesses, and change how our country is. But we get so tied up into arguing political party guidelines and blinded by a corrupt media that we get fooled into believing that we are powerless and that any attempt at change is futile. This is bullshit. If you don't like how things are being run, go out and change them. If all you ever do is ***** about our present leadership, put your money where your mouth is and run for public office. You will never make a difference standing on the sidelines and bitching. And that goes for Reps and Dems alike. If you are not willing to go out and actually do something, shut the **** up. If you want to enact change, go out and do something.

It is the "prince". Read "The Prince" by Niccolo Machiavelli, an Italian political philosopher of the early 16th century. We often all think that the individual is the all powerful after all it is the individual, at least in the U.S. that puts the president and congress into power. We think the state is powerful because it it is they that make and execute law, but in fact it is "the Prince" (whom is and isn't part of the state) that when it comes right down to it can make the decisions with one swift movement. Read "The Prince" it is awesome and insightful.
