First contact the town's zoning department and ask what the maximum density is for that location. That will tell you how many units per acre you are allowed to have.
If the number is acceptable to you, your next move is to retain an engineer who will prepare a site plan in accordance with the building and zoning regulations. Then you have to apply to the town's planning and/or zoning board for approvals.
These are the very basics. It would probably be a good idea for you to retain an attorney experienced in land use who can help you through this step by step.

The question shouldn't be how many. It should be how to maximize for the greatest return on your investment. Luxury condo can make more $ for you than lots of regular condos.
