if a bill says .20 per kilowatt hours than does that mean that for every 1000 watts per hour they charge me .20 cents?

If you have a 1000 watts appliance, you turn it on for an hour, they will charge you $0.2.

If you have a 500 watts appliance, you turn it on for an hour, they will charge you $0.1. If you turn on for 2 hours, they charge you $0.2.

If you have a 2000 watts appliance, you turn it on for an hour, they will charge you $0.4. If you turn on for 1/2 hours, they charge you $0.2.

Not watts per hour but watthours.

If you use 1000 watts in 1 hour, the cost is $.20.
If you use 2000 watts in 1/2 hour, the cost is $.20
