I am not sure of your English. Please accept my apology!
If you live in a Metal container, My suggestion is to insulate the inside walls and ceilings with rugs and mats.
Next, Because it is dusty, hang wet, rags over your open windows. (Rags) old cloth strips)
Wet these strips of cloths several times a day, and blow the fans out the windows past the wet cloths . Hopefully the insulation of rugs, and curtains walls and ceiling+the wet cloths in the windows+the fans will keep you safe and cool!
Good luck, no matter what your BEST ANSWER IS!!!

Mahattayo! What a situation you have to endure! If I were in your situation, this is what I would try. First, I would take a measurement of the windows, then I would go to a discount store a buy those flat AC filters that would come close to fitting those windows. A few plastic buckets at Walmart, and two more cheap small window fans.(and while you're at these stores, go around to the dumpers and find as many cardboard boxes as you can find,---the more the better. Second, I would play around with the filter and the window fans so that I have the filter behind the fans, so they will trap any dust from sucking in my room. Now I have two more cooling devices in my room-and clean air.Third, I will take those cardboard boxes, cut them so each lay flat and fully extended, and tape them to all the walls, and ceiling in my room for insulation. finally, I would buy bags of ice for each of those buckets, and place them around in front of the stand fan so they blow all the cool air toward me. Also, I would make sure I moisten my top sheet when I went to bed, makes me feel cooler. Spending a "few bucks" to say cool would be worth staying cool in a metal box.....That would be my cooling system on a budget!
PS...an after thought- you might need to get an extention cord with a few extra plug In's, for those two extra fans. Still very inexpensive. Good Luck -and stay cool!

To make your container winter-proof all you can do is paste on the inside sheets of styrofoam of at least 1 inch. Even better would be styrofoam on plaster boards. That would also help in summer against great heat.

Can you put a small window a/c unit in one of the windows? If not, go to a camping supply store and buy a swamp cooler (kind of like a portable, free-standing a/c).
