The key to a clean pool is water balance. Make sure your ph ,total alkilinity and calcium hardness is fine. For your algae problem you must use chlorine and a good algicide. Cheap is not an option when it comes to pools.

If the algae are already there, all you can do is let the water out and scrub the entire pool with soap and a good brush and sweep all out.
For the future you should add chlorine to your water and continuously pump the water through a good filter. But even then you may have to renew your water once a month!
If you do not want to use chlorine you will have no choice but to renew your water every 3-4 days!

You do not have to drain your pool shock the hell out of it and than use algeacide. Backwash like crazy every few hours than after a few days to a week it will eventually clear up but be sure to have plenty of chlorine to keep it clear.
