First, I'd like to point out that unless your 16th birthday is like 3-5 years away you will most likely not achieve an expert level in the time frame you have chosen. Bellydance is a serious artform and takes a lot of time and dedication to achieve a level of expertise like you are hoping to accomplish. Secondly, the intermediate and advanced level videos will likely be too hard for you until you have completely mastered the beginner moves. Third to attain even a begginer level usually requires a live teacher to assist and demonstrate. Third, intermediate and advanced videos oten range from $40-$80 so unless your planning on a seriour long term commitment to the dance form you probably don't want to spend that kind of money. All that being said, I'll get to your question.
There are a lot of videos on the market but not all of them are good. If your just looking for a quick cheap way to learn and have fun you might want to try the series available by the belly twins veena and neena from natural journey's/goldholm international. They have a bellydance fitness for beginners adn discover (previously relaeased as the sensual art of) Serieis. Both series are available at target, wal-mart, Barnes & Nobel, Borders and many other national retailers. I don't think of these as quality instruction since they don't offer much instruction on proper positioning and placement techniques. They are a cheap quick way to have fun and get a sort of over view. If you are more serious about dancing I would suggest investing in a higher quality instruction video such as Suzanna Del Vecchio's Precision Motion Workout series. The second and third video are more advanced so I'm not sure you would be ready for them for quite some time but the first video is meant for beginners and focuses a lot on positioning and technique. This series is more expensive and visual quality is less than the bellytwins but the instruction quality is much more valuable. If you are more into the tribal style you might want to try the series available from Gypsy Caravan which also offers more intermediate and advanced videos. You can also find written descriptions and suggested warm-up/cool-down routines on my own website at http://www.middleeasterndance.net
You can also e-mail me (from my website, I rarely respond to my yahoo account) if you have any further questions or if you would like to read reviews about some of the dance videos available.

Try your local video/music store in the speciality section. Probably not a hot selling DVD, so it'll probably be on sale. Online from one of these sites. (link is for the belly dancing org site.)
