NO. Those misstatements are deliberate. He is far smarter than he is given credit for so he can appeal to the ignorant masses. He is very diabolical.
See David Icke's literature about Bush 41. Icke is way hyperbolic, but quite amusing, and there is a grain of truth in his thesis that those people aren't normal.
When I lived in another place, every time VP Bush was within a couple of hundred yards of me, I got dizzy and slightly ill. The closer he was, the more disoriented I became.
