You're looking under the low quality categories.
You can be a committee of one and write quality questions. You don't have to depend on others.

IMHO
1 Yahoo Answers is open to anyone without any screening criteria.
2 People feel protected by their anonymity.
3 Some post to see something they created in print.
4 Others post to shock (sexually, against cultural norms re: religion and politics).
5 Yet others post to stir controversy.
6 Some are very young people on here experimenting with sex language and trying to show off what they think they know--while others want to see what they can slip past the Yahoo Answer's radar.
7 In all this mix are a select few who would just like to have a decent conversation or actually find an answer to a question.
Except for screening criteria, I don't know what could be done in the present format.

People have different expectations for this type of forum. Some are just bored and ask the first crazy thing that pops into their head. Other people have a genuine question that is important to them and they want a straight-forward, serious answer. And many are just trying to get a laugh or two, or are just looking for some type of diversion from the real world.
I guess the percentage of those that are serious is probably low compared to those that are just doing it for the entertainment value. I don't know what you could do to improve it, other than just ignoring the questions that don't meet your personal standard, and asking high-quality questions yourself. In other words, just use the percentage (however low) of the forum that suits your needs, and stay away from the "herd".

Well, my hunch is that you are now about to be "ripped a new one" from the masses who harbor those low quality questions of which you speak. Not me of course...I've already asked this question (although mine was in regards to grammar) and it was not well received.
My thoughts...if you want small talk-come here.
If you want deep thoughts and intelligent conversation-go somewhere else.
