dillards [if there's not one around you, order one].. nordstrom has GORGEOUS dresses, try davids bridal, bloomingales, and macys. also, saks has adorable dresses, but i don't think a lot of them are dressy enough .. chanel has really pretty things.. try their website. .. i'll give you a link to one from saks i think is nice for the occasion.. just remember.. no white! i'm a fashion major..

You want a regular dress to wear, not a wedding dress, right? Go to Macy's, they have beautiful clothes for all occasions and when they have a sale you can get everything for a real good price. I would say you can wear just about anything because September is sort of between summer and fall so you can wear a summer dress, suit, fancy gown (if appropriate for the wedding), or even a black dress if the wedding is in the evening. Have fun!

If you're not in the wedding, it doesn't matter how much you spend on your dress. But for a gift, that's a whole other ballgame. Gift you should spend at least between $50-$100. I think the best formal dress could be bought at a speciality place like David's bridal. But other stores like Macy's and Saks should have nice formal dresses too.
