the carb needs to be cleaned when the choke is pulled out a flap closes off the back of the carb so no air get in just fuel. when you push the choke in the air draws the fuel from the carb jets .pilot jet ,main jet if these jets are clogged fuel cant pass through. has to be dirt or even water blocking the jets pull the bottom of the carb (the bowl) its called see if you see anything in there good luck

Deffinitely carb issues for sure. Tell tale sign is when the pulling the choke saves the engine and pushing it in kills it. Pulling the choke allows more fuel to come in. Take off the bowl of the carb and look in it? Do you see water in the fuel or dirt? Is your gas yellow. It could be as simple as cleaning out the bowl and draining the fuel. Fuel starts to break down after 30 days and one of the leading causes for problems. You'd be surprised how many units come into the shop and complain they are hard to start or won't run and its fuel related issues. If you find that your float bowl is clean take off the carb and clean it very good. Just remeber how it goes back together. Use any carb solvent cleaner. Would be even more helpful if you could get your hands on compressed air. If you find out that the carb still won't work, its time for a new one or at least a carb kit

Are you starting it cold. Like is cold where you live. And make sure you have fuel in the filter, it might be stuck or something blocking the exhaust.

The mixture isn't rich enough. When you start it let it warm up(start to sputter(miss)) before you push the choke open (or just partialy open it.They run leaner when hot!! If that doesn't work have it tuned up(adj carb)
