Try the following...

Clue
Life
Monopoly
Outburst Jr.
Scattegories Jr.
Pictionary Jr.
Charades
Truth or Dare
Salad Bowl - Everyone writes down 5 - 10 different celebrities on a small piece of paper. Fold them up and put them in a big bowl. Then break up into teams and one person pulls a piece of paper out of the bowl. They have to try and describe the celebrity on the paper to their teammates without giving away their name.
Cards - Phase 10, Rummi, UNO

You could also play a mix of cds on the stereo and the girls have to guess the title of the song, artist or the next lyric of the song.
Or
You could print out movie quotes or movie actors and have the girls guess the actor, movie, quote...etc Should be movies that the girls would be familiar with. Try www.imdb.com for list of movies and quotes.

You could do makeovers...makeup, nails..etc

Hope you have fun!

My son is 12 and he really likes Monopoly, Trouble, Life, and Scrabble. Or you could look into getting some kind of trivia game or Twister. (Twister is always good for a few laughs-- I remember having that myself.) I have also heard there are a few games out there specifically for girls, like one where you go shopping at the mall or something like that. It might be fun for them.

If your sister is into PlayStation games or something like that, I recommend either the SpongeBob Squarepants Lights, Cameras, Pants game or the Shrek Super Slam game. I know these are available as PS2 games and if you have the adapter, up to 4 people can play at once. That is kind of nice to have when there is a small group of people who want to play.

For other entertainment, 2 good DVDs to rent are Sleepover and Eight Below. The Barbie Diaries might be okay, but since I only have sons I am not sure what age girls get out of the Barbie phase.

For fun, you could make a mix CD of your sister's favorite songs to play while they are pigging out on pizza and ice cream. ;) Or set up a karaoke machine. Laughing, dancing, and singing are always fun.

I hope you all have a wonderful time-- I'm sure your sister will love anything you plan for them to do. :)
