Sure can.
If the conditions are right rising humid air can cool quickly and fall down as rain.
It happens in Jamaica all the time. They call it rain of the sun.
The warm moist air rises up against the mountains and comes back down as rain without a cloud in sight.
It was really a sight to see and feel.

Jeff is right, but there might not be any clouds within a few miles of straight overhead. Sometimes there are high clouds that precipitate snow. This can happen in summer, BTW, because the freezing level, even in summer, is nowhere near as high as the highest clouds. e.g. this morning, at 8AM EDT, the freezing level above Pittsburgh PA was measured at about 16,500 feet (~5150m). This was data from a weather balloon carrying a radiosonde, which transmitted the data to the NWS forecast office.

If clouds above Pittsburgh at 25,000 feet precipitated snow, it could blow downstream many miles in the strong winds at that level, eventually falling closer to earth, melting into raindrops, and falling on someone's head!

It is rare, because in such a long journey those snowflakes/rainfrops will usually evaporate before reaching the ground, but it absolutely does happen sometimes!

No of course not, clouds are the most essential thing need for rain without cloud precipitation( which the process whereby rain falls on the earth's surface) cannot take place.

In the strictest sense of the word, no. Rain is only caused by condensation being consentrated so much it get bigger and forms droplets. these droplets are visible, therefore, there must be clouds.
