if using windows go into safe mode as you boot up, then change it back.

Was it a LCD or CRT. If it was a CRT, you should have been fine UNLESS it was VERY old. If it was a LCD, yeah, you shouldn't mess with the refresh rate on a LCD monitor but those modes should have been hidden to begin with.

Press F8 as the PC is booting, select safe mode and run system restore before you changed it (hopefully you have recent restore points). I've tried changing modes in safe mode but they didn't stick when I rebooted, not that I have ever had this problem because I for one don't have CRTs and don't mess with the refresh rates on LCD monitors.

We have the best answer here that is using safe mode:
Safe mode is window's mode that loads only basic files and drivers such as mouse, monitor, keyboard, default system services and so on. If your windows do not load up, you can find out what's wrong your systems. If the problems are found in the registry, this safe mode tends to fix the registry file automatically. In other words, if your windows still do not load up, the problem is not in the registry file.
