You don't. And are you sure your hips are really too big? Or do you just want to look like the ridiculously thin, pseudo-boy model-types you see in magazines? Studies have shown that men like bigger hips than women think they do, so make sure you really want smaller hips.
If you still think your hips are too big, you better take a look and figure out why they are bigger than you want. Do you really have excess fat, or are your hips just wide. After all, God did give us wide hips for a reason, and you may not like them now, but i know from personal experience that it's way easier to give birth with them than without them.
If you have excess fat on your hips, sorry, there's no quick fix. Fat is a systemic problem. You can't "spot reduce" fat. You need to follow a sensible diet and exercise every day if at all possible. You can, however, tone the underlying muscles on your hips. I would suggest buying a good book on exercise if you don't know the right exercises to do.

Well if you want smaller hips you should hip exercises 20minutes a day 4 days a week and in i mounth u should get really good resukts ut try not to eat fattening foods or it will slow the process down.

work -out and eat the right food. and if its hard to do this by
yourself then find someone that can get you motivated. its
sometimes hard to get started but once you do , it starts to
get easier .
