I compare this to when he said that god told him to invade Iraq. And we all know where that has gotten us.

I'm not sure I've ever heard him use that expression with
respect to anyone else.

However, not withstanding what you may think about Putin,
President Bush's ability to judge skills is proven flawed
(Head of CIA, FEMA), and ability to judge character
(Tom Delay, Ken Lay) is also pretty wacked.

I think if was Putin, having Bush tell me that he liked what he
saw in my soul would be pretty insulting.

He said that years ago I thought it was stupid then. He actually says it or something like it a lot. I'm not a Dem. and I still thought it was stupid. Leaning towards the quite embarrassing.

He was patronizing. It was merely phony praise to try to soften up the gruff Putin, whom I believe has probably snuffed out many a Commie enemy during his days with the KGB.
