How do you set up a neighborhood WiFi?

I'd like to set up a WiFi network for my neighborhood in Oakland, CA. How do I do it? Anyone ever set one of these up?

Probably the same way you set up a WiFi network in your home.... just a lot more wireless routers all over the place in the neighborhood.

Oh, by the way, you'll need a chunk of change too.
