It's a marketing strategy with potential.
Instead of bus littering, I suggest you make your short stories nice and presentable; i.e. printed and bound, then you leave a website address to your online profile where you have samples of your other writing works.
Then you give away your short stories to your friends and relatives and loved ones - not complete strangers - or at least as far as friends of your friends.
Make a contest of some sort promising a prize that you can afford to give, a lucky draw perhaps, to incentivise them to pass on your stories to others.
This will create a viral phenomenon for your stories.
Then learn how to market on it, to cash in on this.

Other than the extremely small possibility of being accused of littering (no criticism of your writing intended), you have every right to abandon your property and your copyright in creative writing.
Your only concern might be if you were defaming somebody, threatening somebody, or exposing somebody's personal life in a way that violates their privacy. It doesn't sound like you're up to anything like that, so you should be fine.

Yep, littering which is punishable by a $1000.00 fine . And if you are in Singapore, you could spend some jail time. Or the judge might order you to do community service going along the highways and parks picking up litter. There goes your literary career why not submit them to magazines.

Littering. They'll get thrown out. Waste of time and paper. Why don't you try getting published like any other writer? There are plenty of publications that accept essays from new authors.
