b. ip v4 has 32 bits to describe a network address. This allows 2 ^ 32 possiblities (which, given the size of the internet, is becoming too small). Under ip v6, there are 128 bits to describe a network address; this allows 2 ^ 128 possibilities. Considering this number is probably larger than the amount of particles in the universe, it'll probably be fine in representing every node on the internet.
