I would like to know the political process that it would take to bring the troops home if Iraq goes into a civil war. If the Bush Administration did not want to bring them home, could Congress override his decisions? I didn't pay attention in government class. Can someone explain this to me...

snvyy is correct.
Congress only controls the power of the purse and cannot direct military troops. The president is the commander in chief.
However, Bush *could* be impeached if his decisions were grossly abusive of his power.

Congress could refuse to provide any more money for the war, but the military is the President's as Commander in Chief.
