It sounds and looks silly, but have her do these exercises: thrust out her lower jaw and after doing so, flex the muscles in her neck. Do this a few times (she'll feel the tension in her neck muscles). Then, give an exaggerated smile (where you squeeze your eyes closed) and again, flex the muscles in her neck (she'll feel the tension). Keep doing this on top of eating a healthy diet. She'll hopefully lose the weight soon! To your health!

Well the face is where weight usually fisrt shows.. which totally sucks.. but My best girl pal.. she lost an incredible 120 pounds.. she lost so much weight.. that her body looked kinda horrid.. flabby skin everywhere. which she just removed with a tummy tuck.. and she had all that skin around the arms removed.. but to get back to your point.. Her face.. neck lost all the weight beautifully so let your friend know that the extra neck weight can go away ...

Fact is, you can't spot-reduce as we are sometimes led to believe. YOu lose fat from wherever you gained it to. What your friend needs to do is this: Change her lifestyle. She needs to drink lots of water, walk an hour every day except 1 then do stretching and upper body toning.
No sugar
No sodas
No candy
No chips
No potatoes
No pasta
No pizza
no corn
no bread
no burgers
no fried foods

Eat healhtier food lower in fat and roll your neck around 50 times a day. It will eventually come off.

Your friend should see a good doctor. She might have a thyroid problem and the weight around her neck is a goiter. This is extremely dangerous if it goes unchecked but it is easily fixed with thyroid medication. It also causes weight gain.

Without surgery I don't think there is, my advice to her would be to concentrate on losing the weight that she has gained by following a healthy eating plan and take up regular exercise!

Tell her to stop being lazy and eating poorly.
There is no way to lose weight on a certain part of your body but if you exercise you will lose weight and eventually it will come off of your neck.
