A universal rule is one that applies regardless of whether anyone is there to apply it. Even if all human ethical judments are hopelessly mired in cultural baggage, a universal ethic might well exist far beyond them.

There are a few - generally any intentional action which increases the aggregate pain and suffering of all those involved is unethical.

Taking from another without consent or trade is unethical, unless it will prevent harm from coming to a person.

But only a few - that is why the ethics debate is very complex, and depends highly on situational details. The general problem to me is how to apply the universal rules to a specific situation.

That is also referred to as moral relativism. That there is no absolute truth and morality as it all depends on the culture.
