The trade deadline you heard a lot about leading up to July 31st allows teams to trade players without having to put those players out on waivers prior to making the trade. After July 31st, teams can still trade players, but the people being moved from one team to another must be exposed to waivers first, which means that any team can attempt to claim the players being mentioned in the proposed trade. In attempting to claim the players, teams get first choice based on who has the worst record on up to the best record. So, if any team with a record worse than the Red Sox in the case of this Lopez trade wanted to claim him, they could do so. If that were to happen, the Orioles then have the option of pulling him back off of waivers and keeping him. If none of the teams with a worse record than the Red Sox makes a claim, then the trade can go through... (Have I completely confused you yet?) It's just another one of the odd rules of baseball that make it such a unique game... The final deadline on this type of trade is August 31st...

They can put the player on waivers, the team that wants him can claim him off waivers for cash or another player. Most big deals don't happen after the deadline, but it is still possible to acquire a player via waivers. MLB closes waivers on Aug. 31.

The deadline is for trades not involving waivers.
