Rather than be original and romantic why do you trying being conventional and straightforward - tell the girl you like her and ask her if she will go out with you.

firstly,I would start a conversation with her .Get to know her likes and dislikes. In the same process she will get to knot yours. Give her 100% of your attention. As a friend , ask her to a movie or dinner.
secondly,get to know her friends, and they can give you advice and some sorta sign "if" she wants to pursue a boyfriend/girlfriend relationship.Personally at that time after getting to know her, i would simply ask her how she feels about me and a future relationship with me....cards, flowers, and love letters will make any girl feel very special. Also, it is very romantic.
Third,If she feels like you do plan a every special date.Possibly you might get a kiss or two. Good -luck

Pick a quiet, romantic and private spot. Look into her eyes and tell her that you really like her and want to spend more time together. Then take her out for a great lunch or dinner.
