Usually the one that break up and leaves they leave for all the wrong reasons and then they realize what they lost and hope to get it back.
Not to say the one who got dumped didn't get hurt and try to work things out initially. But here is a good site if your the one who has been dumped:-) If you do the dumping and loose remember that lesson all your life.

The person who breaks up with another person and leaves is generally the one who ends up crawling back because I find that there is a grieving process that one goes through when they are dumped which causes them to shut out the person who hurt them. Therefore, they are less likely to go back to them once they're stronger and they've moved on. On the other hand, the person who ended the relationship would most likely be the one to come crawling back because its possible that they just wanted to test the waters and see if they could be happy with another person, and this situation often doesn't work out. They usually have feeling of remorse and regret, causing them to come back and suggest to give the relationship another try.

Well the one who is dumped is probably the on ewho didn't want it to end in the first place so will obviously try to save any last hope of saving their relationship. I wouldn;t call it crawling back though.
If anyone is the crawl beack, it will be the one who ended it.

Glora, my wife, has never crawled back in 17 years of marriage. Three days after our wedding she glanced at a male shopkeeper. I was sullen for days! Finally i saw good sense and locked her in the basement.
Believe me, she'll never crawl back.

The dumpee does not tend to crawl back, as this indicates grovelling. They tend to walk back and beg.

The one who left may crawl back to beg for forgiveness and a second chance.

depends on who's more lonely and who has been better to the other. The one that hasnt been good to the other realizes that the treatment they got was great and misses it.. therefore goes back.

uhmm.. but honestly, it depends on who it is and who is happiest without the other..
