Being that the likely cause is extreme social anxiety, laughing at the suffererer can only make the situation worse. The way to deal with the matter is to provide the individual with support, and to listen as patiently as you can manage, not jumping in to complete their sentence unless you're sure that's what they want, as I'm sure this can be equally as upsetting/unnerving/embarassing for them.

I work with a stammerer, and he certainly does stammer
throughout the day (he's in his 40s). However, he's got
a head on his shoulders and it isn't that distracting.

I've seen him do a few corporate speeches and generally
adults are far more interested in the content that he is
presenting than the few extra syllables that get thrown in.

However, teens are pretty cold and merciless. Fortunately,
they grow out of it or they don't get far - either case, obnoxious
people who make fun of stammerers aren't usually an issue
by the time they get into their working life.

NEVER LAUGH AT ANYONE WHO displays a physical or psychological defect.

Why would you even ask if you should make fun of them....
Take the road GOD GAVE YOU or that your god gave you and help this person.

Stop trying to be ignorant! Don't waste this opportunity

I dont know what "stammering" means, but if it's studdering, i used to know someone and tried to always help him finish his sentences, trying to be helpful.. of course, i was five years old and didnt know any better..
