If someone has a 31 inch waist how long should the elastic band be that I will put in the waist?

I usually subtract about 2 inches from their waist measurement so the elastic is slightly stretched but not tight when they wear them.

Measure the elastic around the person's waist then cut it about 1 inch less, then refit the pants to make sure the elastic is comfortable. If it is too loose, just overlap the ends a bit. You shouldn't have a piece that is too uncomfortable to wear.

I would say two to four inches less depending on the hip measurement. (I usually do it by holding the elastic around the "victim" to find the tension that feels comfortable)

well I have a 32 waist and I bought 2 feet of elastic but mine are a lil' baggy on me.

about 27 to 28 inches

grab your elastic, stretch it around your waist until it feels about right and then mark and measure it. im guessing 29ish
