Does it depend on the state what is limited

It is a matter of state law, so you won't get a good answer in this forum unless it happens to be from an attorney in your state. Having "limited" power most likely means that the conservator has limited authority to act without need court approval. Any restrictions on the powers of the conservator will most likely be listed in the order establishing the conservatorship.

A conservator is limited if his acts are regulated and specified. There is a list of duties that he can do and outside of it are considered unauthorized acts.

you have to look at the Letters of Consurvitorship to find out what the limitations are.
