You are given $45 for something. Maybe to perform something for the person that gave you the $45.

It's not just "given". It means that whoever did the giving had a set budget, and portioned it out.

e.g. Our company intended to give out $4,000 in bonuses this year. They allocated it to the most senior employees; I myself was allocated $45 (out of the $4,000).

You are given 45.00 for expenses/food/whatever.
It means someone gives funds for a specific purpose. (Congress allocated a billion dollars for the military., etc.)

Allocated mean what you do with your resources (money). The sentense mean. She is given 45 for what ever she want in order to maxiumize her happiness
