In the special where he is Atlantic City there are actually 2 methods he uses. If you have a look at the special again you'll notice some akward angles showing the legs of the spectators and him floating several feet off the ground. When it's at that particular angle they used a pulley to lift him up. The legs of the two spectators is actually two "fill-ins" and are not actually the spectators that they showed earlier.
The other method is him balancing on one of the balls of his feet giving the illusion that both feet are floating. They spliced the two scenes together with careful editing to give a more dramatic effect.

He is very clever he uses misdirection, he wants you to look directly what he is doing but you don't see in the corner of your eye he is doing something different where your attention isn't. Good film to see is Swordfish with john Travolta watch it and you will see what i mean.

HE can't fly. it's an illusion. He simple lowers the pavement so it looks like he's flying, but he never goes up!

what happens is, he goes up on the back of one of his heels while the other leg is off the ground. the camera is positioned so that you dont see him balance on his heel, its easy to do
