Use Drano first, but put plenty so it dissolve anything is clogging it, if that doesn't work, I guess the best bet is to rent a good snake and run it thru the toilet, this procedure will definitely works and solve your problem.

If the plunger didn't work you'll need a plumber. The clog's probably past where the vent connects to the line, so you're just cycling the water up the vent and back. The line must need to have a plumber's snake ran down it to clear it out. It may start backing up the line further to other drains. Depends on where they connect in relation to where the toilet's attached.

If the snake does not work, look out side and see if you have a clean out (access hole to the 4" drain). It will most likely be located in line with the 4" pipe coming out of your roof and going straight to the city main. If you find it and it is overflowing than or has sewer standing in it than you are clogged between the house and city main, but if it is empty than you are clogged under the house. It is best to drain your sink in order to find out if it is clogged in the line. if everything drains try the washer on a full load, if that drains your lines are clear this would mean your vent on the roof or pee trap is clogged. Your best bet would be to call a plumber. FYI For any of these things a true plumber can have you going in less than a hour.

I never find a toilet plunger to work unless there is standing water in the bowl and........... the tank is full of water.

Flush and start plunging ONLY while the tank is draining.

Let the tank refill if necessary.

Works every time for me.

If this does not work, you may have a drain line or root clog and will need to call a plummer.

purchase a closet auger...or snake..quite simple to use. keep items off the toilet tank lid they can easily fall into the bowl, flushed and ruin your day. even a q-tip can get caught in the trapway of the toilet bowl. if the toilet flushes properly with no paper or waste in it, then when tissue is added it backs up, it's a clear indication of an obstruction in the bowl. only way out is to shut off the water lower l/h side (righty tighty...lefty loosey :-} ) flush toilet, clear all water from tank and bowl...pop the china caps on the l&r hand side of the bowl... loosen and remove the nuts, washers and cap retainers. clear the area for a work space, set down a good heavy drop cloth and pick that toilet up and set it down on the cloth....gently. then roll it over...gently on its side...gently dammit!! and take a look up the outlet of the toilet...i found a friggin cell phone on a service call one time.

Trying using a snake. If that don't work call a plumber. The problem could be further down the drain.

If you don't have a snake (not the animal, the plumbing tool) then I think you are going to have to call a plumber. They are expensive, but a clogged toilet should be a quick job.

Drain the toilet. Remover the toilet. Use the snake for toilet. (Dont forget to reach in toilet from the bottom to feel if anything is stuck in toilet.) If all this dont work CALL THE PLUMBER!

A snake should do the trick. Next time, half way through you might want to give it a courtesy flush. :-)
