I planted an oak tree 2 years ago and all was well till just a few min ago a wind broke it...it it lying on the ground but a amall portion is still together....can I mend it somehow?

Sometimes if it is still green and fresh, you can put it back together and put some string around it, the wounded part, then some tape and such to make a good bond and keep it tight. Go beyond the wound a few inches as you would if you had a sprain on your ankle. If you got it fast enough, it may heal in a few weeks. Cut off most of the green leaves so it can work on the wound and not be worrying about the leaves. Should see a difference and some new growth in a few weeks. If it still dies, at least you did your best to save it. Sometimes it works and sometimes it doesn't just as in humans that are wounded.

In addition to the previous good advice, you should stake it. Drive three sturdy stakes into the ground about a foot away from the base of the trunk. Tie the trunk to each of the stakes individually. Use soft material like rags or pantyhose so as not to damage the trunk. Leave the stakes in place for at least another year, or until (in your judgment) the tree has formed strong enough anchor roots to keep it from blowing over.

Oh, and I don't advise cutting off many leaves. The tree needs them to perform photosynthesis - the process of turning sunlight into an oak tree.
