running a telephone service costs money. there are always new lines to be put up, maintence on the existing lines, and nowdays there is the need for communications satellites. you also need people to work on these things and keep all the problems to a minimum. this takes a lot of money.
"free speech" doesn't mean it's free to talk to anyone. free speech means that you have the right to say whatever you want (within certain limits). it costs a lot of money to make the telephones work, and that's what you're paying for when you pay your bill.

Because you're paying for the cost of a tool which allows you to speak to someone not in your immediate vicinity. It in no way hampers your right to free speech. It's a convenience.

Would you work for the phone company for nothing?
If the answer is no - that answers why phones and phone lines are not free.

That's easy, when they wrote the constitution, there were no phones.
Free speech, only carried as far as one's lungs could project one's voice. And after all, we are a Capitalist Nation after all.
