To get to the answer, you can take the standard 1-9 magic square:
8 1 6
3 5 7
4 9 2

Replace 4 through 6 with 10 through 12:
8 1 12
3 11 7
10 9 2

Replace 7 through 9 with 19 through 21:

10 21 2

There's your answer... all rows and diagonals = 33. Note: there are 8 possible answers if you count rotations and mirror images, but I leave you to figure that out. I'm sure others will give you a few alternates.
