Yes, you can lose that much. You're 16, your skin still has a lot of collagen and elastin proteins in it, so it is still pretty springy, so you shouldn't have a problem with sagging. To help with this, always moisturize with cocoa butter (shea butter works, too). Plain lotion is good stuff. The heavily-perfumed stuff doesn't work as well, and just makes people smell (ob)noxious.
Lose the weight slowly (1 to 2lbs per week), eat moderate portions of healthy foods, and get lots of exercise. That'll help your metabolism, your mood and your body!
