It depends on the classification of the building, the size of the building, the number of floors, the ages of the children, and the occupant load.

Actually, not many people understand this, but the maximum occupant load is actually based mainly on the number of exits present.

A day care may be required to have more exits than say a pediatric care office would, but on the other hand wouldn't have near as many as a large school.

The minimum, as some have stated is two exits. But you may need alot more depending on the size of the building.

If you can provide more details about the premises in your question, I could give you a more specific answer. If not, your best bet is to contact an architect, building official, or fire inspector for your area.

I hope that helps some.

Number is based on travel distance. How fast are they or carers able to move them out of the building to a safe place? The distance to the safe place is part of the travel distance. Also what the others say.

Check with the local fire or building authority in your area. If in the UK you can also consult British Standards.
