Depends on the genre.

And on how you define greatness in a musician.

To illustrate my point:

Does Malmsteen's ability to melt steel, cause solid spruce to combust, and create miniature sonic booms (from his fingertips breaking the sound barrier) make him a great guitarist? Or do the hair and clothes, quite rightly, overwhelm his chops and make him a fitting object for scorn and ridicule for anyone with a pulse? (To be fair, I check my pulse every time I laugh at Yngwie. Dead folks mocking him just ain't right.)

Still, you gotta love a good & unwinnable argument, so here's the list (in random order). Based on musicianship, feel, innovation, technical excellence, and not being biased against those who can't drum anymore due to, well, death:

Phil Collins was brilliant live both on his own and with Genesis.
He could sing and play drums simultaneously like with "In the Air Tonight" and did amazing drum duets with Chester Thompson - the jazz drummer.
